I haven't started submitting queries yet, but as I am Canadian and am used to sending stories to American publishers/magazines, let me tell you all about International Reply Coupons. That is what you need to get when you send anything to another country. Not all post offices either have them or have ever heard of them, but they are there and it's what you need to get. Obviously American postage doesn't work in Canada or other countries, just as I couldn't send along Canadian stamps when I send something to the States. International Reply Coupons, for future reference. :)
