How to write a novel based on a Movie?

A lot of great movie plots or tv shows could easily span a dozen or so books. I was just wondering, can anybody write these or do they need to be connected to the industry.
An example of this is Star Trek books and Star Wars. They have expanded way beyond the initial plot of the movies.
I was just wondering if those books were written by screenwriters or different authors, and if so, how would one go about getting permission to write these books, if needed?

Each IP's publisher will have their own guidelines for this, but generally, you'll have to have a novel publishing credit before you can approach the publisher with a specific idea.
