New to the forum not to Query Tracker. Does anyone have experience submitting their non-fiction (specifically memoir) as a completed manuscript without a full book proposal? Will agents only accept a proposal even if the manuscript is completed? Thank you!!

Memoirs are an exception when it comes to non-fiction. You query them the same way you would query a novel. So it needs to be complete, and instead of a proposal you query with a standard query letter and pages/chapters as the agent requests.
