I think they just don't want queries crowding up their personal emails, and prefer to funnel every query into their agency email address. I'd imagine they'd still love it if you addressed it to a specific agent and personalize it.

Though I've done my homework and can see that Ms. Andelman is the agent at Regal I'd like to query, the agency's submissions page specifies that nothing be sent directly to an agent. This kind of broadside submission is usually frowned on, and I always personify my query letters. Should this one be just "To Whom It May Concern"? Thanks!
