Cover letter vs. Query letter

Is a cover letter different from a query letter? I've noticed some agents ask for a cover letter. I'm just wondering if the terms are used interchangeably. I'm inclined to believe they are two different things as (it seems to me) agents who ask for a cover letter also ask for a synopsis. But hopefully one of you knows for sure.

Also, if they are different, what exactly should one include in a novel's cover letter?

You usually hear about cover letters when you're submitting something in its entirety (a short story or picture book, for instance). It's basically the query minus the plot summary: You give your work's title, genre, word count, etc, and your bio and that's about it.
