I've noticed that a lot of the more detailed information on agents is available only to paying members.

Here is the link for the membership page, which lists costs and what's available to members:

Monthly cost - $25.00
Slightly cheaper for 6-month membership or yearly membership.

Membership is automatically re-billed unless the member cancels, which can be done at any time.

Has anyone joined PM while actively querying? If so,
-- did you create a PW writer's page indicating you are seeking an agent?
-- was the membership worth worth the cost?

I did get PM membership while querying and found it to be highly useful for a bunch of things. Information on which agents repped which authors is easy to find, as well as details on how many deals they've made in my genre within the past few years. I also could see other information on timelines of deals for authors walking a similar path to mine (e.g., how long before the book 2 deal was announced?).

I didn't create a page for myself because I was only there about a month, as I recall.

I didn't bother until I started fielding offers, but I don't think it can hurt (other than just your pocketbook)
