a question about re-querying

I have sent out several e-mail queries. A few agents responded with a form rejection, but many never bothered to respond. I have been reworking my query letter and synopsis. I am also revising my manuscript, including a new opening scene. I expect to be ready to send a new batch of queries out about six months after the last. I'm interested in what people think about two questions I have. First, is it a good idea to re-query agents that sent a form rejection, explaining that I have done a lot of revising? Second, for those that never responded, is it a good idea to say anything about the fact that they didn't respond before or to say that I have done a major revision and to please take another look?

If everything is different -- including the title -- I wouldn't mention that you've already queried them, especially after six months, IF they didn't ask for more pages.  On a flat rejection or a no-respond, I'd just pretend it was a new project.

Many of them can search their emails by your name and project title, though, so be sure it's very different in case they feel like they've seen it before.  Most of them dislike requeries.

If they did ask for pages, then I would remind them that they had, and tell them that you've revised significantly.

If they non-responded, I felt free to requery. If there was an actual rejection, I didn't.
