After apologising for the late response, he wrote:

"I am sorry too to be coming back with a disappointing response, but I don’t think this is something I feel I’d be the best agent for: it’s a challenging enough market even when I have a very clear sense of which editors might go for something, and who they are thinking about as a future readership. If I am struggling to differentiate a project from what is already out there or to articulate a persuasive enough pitch, it’s usually a sign I should bow out."

I could be wrong, but I think this part of the email was a response specific to my submission rather than the same message he sends to all queries he rejects. In any case, I appreciated that he responded.
