Your prose is lovely and the world building is wonderful. Ultimately, though, I'm afraid I wasn't as captivated by the plot itself as I would have hoped. Things started to feel rushed, and I had trouble following the various conflicts and characters' roles around the 100 page point, in case that's helpful to know. As a result, I don't quite have a vision for how to best position this project to publishers and therefore would not be your best advocate. At the end of the day, that is what is most important, and your work deserves to be with someone who can put their all behind it. If you don't find representation with this one however, and write something new in the future, I would be happy to take a look at that as well.
