Both her website and confirmation email seem to imply that Rachel responds to all queries, but given how her timeline looks, I'm beginning to wonder if that's actually true.

Not optimistic about this one. I suspect, as a newer agent, she didn't realize how many queries she would be getting and thought she'd be able to respond to them all. I wouldn't be at all shocked if her guidelines in the near future change to become a "No Response Means No" policy, as that seems to be the direction she's going based on her QT timeline.
*Edit* Wow. She actually got back to me. It took over 6 months, so I wasn't expecting it. Always nice to have closure though!
