Their website has no mention about being closed to queries, so I sent my query on their online form today.

Very polite but a rejection none the less.

Thank you for thinking of The Plains, but I'm afraid we're declining the opportunity to review more of your material. At this time, we're only able to take on new clients from existing client and colleague referrals. I'm sorry I don't bring better news, but do wish you the best of luck with this and all future endeavors.

Respectfully yours,
Christi Cardenas

Wow, almost seven weeks for a form R:

"Thank you for thinking of The Plains, but I'm afraid we're declining the opportunity to review more of your material. I'm sorry I don't bring better news, but do wish you the best of luck with this and all future endeavors."

I'd forgotten I even queried her.

She's fixed her typo now at least but other than that it's the same form letter. Three weeks, at least it's a decent turn around time.

About 2 weeks for this reply:

Thank you for thinking of our agency, but I'm afraid we're declining the opporutnity [sic] to review more of your material. I'm sorry I don't bring better news, but we do wish you the best of luck with this and all future endeavors.

does a typo make it personalized?
