07/05--sent initial query.
08/16-- got personalized rejection from Rebecca's assistant asking that I query Rachel Marks instead.
08/27--got another e-mail from Brandie asking for the full manuscript,
09/12-- Beautiful personalized rejection full of praise for my manuscript, with some suggestions to make it better. Ms. Coonis says she loved the story and that it was one of the "most well-developed, vivid stories" she's read, but that it's "not a good fit" for this agency right now.

So, I'm not sure what possessed me to bring out this manuscript again, but I did. I cut it down by almost 20k words and then thought "what the heck. I'll ask one agent one more time." So I sent it back to Brandie Coonis on 2/14/16. We're scheduled to have a phone conversation later this week. I'm not sure what to expect, since I've never gotten this far. But I'm glad I decided to give it one more chance. I guess I'll let you all know.

UPDATE AGAIN: 3/31: Phone call with Brandie Coonis. It was an interesting conversation. She gave me a lot of ideas on how to build up my writing profile, and told me about editors that might be interested in my work. However, she did not seem able or ready to represent me, so I'm not sure what I should do from here. I've read that it's not a good idea to send directly to an editor, and that your agent should be your liaison, but since I don't have an agent, I'm not sure what to do with the information she gave me. Any ideas, QT?

Eight months to respond to simple query is a bit ridiculous, don't you think? From the looks of other comments, this agent tends to take her time with responses.
