I think she must open and close on a regular basis. Although closed now, she was open last fall. I submitted to her in October 2018 and she personally replied indicating that she wasn't interested in a memoir at that time. Nevertheless, her comments were encouraging.

EQ: March 30 I believe the "closed to queries" note is out of date. The website doesn't indicate that.
ER: April. 03 Very kind, personal, complimentary response. She is unable to take on new clients at this time.

This is what I received, approx. 5 minutes after querying...

Due to increased demands on our resources and a heavy backlog of submissions, Westwood Creative Artists have decided, regretfully, not to accept any unsolicited manuscripts or proposals for the next several months. Equally, we cannot enter into correspondence about unpublished work at this time.
