July 2022. My Norton 360 anti-virus software blocked me from going to his website. I noticed others in the comment section had the same problem, including one going back to January, so the problem has been there a while now. And it is definitely a problem since he wants you to submit by his online form, but you can't access the form if you have anti-virus software. I found his email address on Google and sent him a polite email about the issue. Got no response. As of this writing, 7-10-22, my Norton 360 says the site is still infected and malicious. So he is apparently not concerned about it.

AKH, CNR does means that he didn't respond to your query after the response time ended, and/or to your nudge. He's not interested. But since you got a response from him, he's interested in your story though. I waited three months to hear from him for both mss, and then I nudged him and waited two weeks with no reply. I didn't get the same response as you did in 2011. I have tons of CNR from other agents on this website and from the Guide of Literary Agents, too.
