Thanks to jbshelleby and slcody for the info on the fulls. I just added a note for my records to remember. There is no excuse for this unprofessional and unkind behavior. If she doesn't have time to read a full, she shouldn't request it. I know this is a game we all have to play but this behavior in particular disgusts me.

She requests a fair number of manuscripts, but won't read without a competing offer. I got one, and she read the manuscript to the end and gave nice comments before passing. Or, rather, I don't want to be inaccurate. She might glance at the manuscript even if there's no competing offer, but she is unlikely to take it seriously. That's my read on the situation
