Like Katieg6622, I let him know that my manuscript is getting over eight requests, in less than 2 minutes, he reached out, he let me know that he did look at my sample, didn't feel like he'd be the best agent for it, but was confident that other agents will have a better vision for it. He seems like a nice guy!

I followed up 6/12 letting him know I'd gotten three other MS requests, and he promptly responded: "I really appreciate the heads up. From your query, though, I can tell this isn't going to be my thing. (The narrative device is a little commercial for my contacts.) But that's very exciting that you've gotten so much positive feedback!

I didn't log the dates, but I queried Noah last spring on a 100,000 word narrative nonfiction manuscript. I think he replied in 1 or 2 months asking for a full. After 8 weeks of not hearing back, I emailed him. He got back immediately, aplogized, and said he'd been extremely busy traveling. He does a lot of conferences. He read my manuscript, turned it down, but gave me a detailed critique. We exchanged several emails back and forth. Based on his critique, I hired a developmental editor to help me fix the plot execution. It was invaluable. I took a while to re-edit and began querying again in the fall/winter. And that's where I am now. He is an incredibly nice person. Anyone would be lucky to have him as an agent.

5/1/17 Accepted offer of representation from other agent.

From the Curtis Brown website on Noah's page:

"He reviews all queries sent to him within three to four weeks, but will respond only if interested."

So one can safely assume you can close it out after 4 weeks. There's nothing on their submissions page about not being able to submit to another agent in the agency if one agent passes.

On the timelime Noah, though, does seem to take very little from the slush. Not a reason not to submit, but I do feel as if I'm sending queries into the far reaches of cyberspace when they are non-responders... sometimes there is a sign of life... but very seldom. But we do it for those outlier chances, so put it out there, hope for the best and forget about it.
