Detroit, Publishers Marketplace says his usual response time is 5-8 weeks. At this point, I think you could politely nudge to make sure your email didn't get lost in cyberspace.

"While this is definitely the kind of project I am interested in, ultimately I wasn’t as taken with your manuscript as I need to be in order to fully get behind it, and so I’m going to pass. I must remain extremely careful to only acquire projects about which I am wildly passionate, and thus I feel it is in your best interest that I step aside and allow you to continue your search for representation elsewhere."

50 page request from NoQS, sent 10/31
2/27/17: Nudged with revised version
6/22/17: Nudged again to see if he'd received any of my emails. He responded that evening. "I don’t seem to have any record of this. Please do feel free to resend."
Since I'm planning to move on to something else, and Alec has a long wait, I decided not to resend. I'm thinking I should delete my dates from the system not to affect his timeline since he didn't get my emails.
