An agent with a lot of "No Response" indicators probably does not reply to rejections, and so if you have a query out to this agent and it goes unanswered, then you know you are not alone and you can consider it a rejection.

With over 3000 no responses on Query Manager, one can assume that it is a rejection if no one hears within a couple of weeks.
A rejection form would be acceptable.
