The submission guidelines aren't clear. It seems like they want you to submit a non-fiction proposal even for fiction.

Maugjacq, an R&R is a Revise and Resubmit request. It means they like your story but they had ideas to make it better.

On 4/20/16, I've requeried James Fitzgerald with Venom--he passed today with a not for me rejection. I'll try him this summer with Chain Reaction.

I did look into this agency. Here is what I found. James Fitzgerald himself does not appear to be active. His blog has not been updated since 2007. The active agent is Christopher Rhodes who lives in North Carolina. All three of Rhodes' listed titles have yet to be published and none are with major presses.
At one time Fitzgerald was a heavy hitter who represented the likes of Sonny Barger, the legendary president of the Oakland Hells Agels and sold his co-authored autobiography and other books to Harper Collins.
The agency itself notes that its latest release is Dropping the Gloves: Inside the Fiercely Combative World of Professional Hockey (Random House: 2012). It is not clear who sold that book.
Entries in AbsoluteWrite, dated 2009 to 2014 seem to indicate confusion and ambiguity about this agency.
