In my earlier comment, I wondered about resubmitting. Since then, I found a wonderful post written by the very agency I am considering. http://bookendsliterary.com/2018/09/25/the-art-of-resubmitting-to-agents/

Basically, it says if you've revised more than 20%, go ahead and try again, but remind the agent you've submitted before. It's a good read.

She took the time to send a short, personalized reply which included "I gave this a good look, but I'm sorry to share that the premise of the story sounds too far on the high fantasy end of the fantasy spectrum to be a good fit for my list."
She also recommended another agent, who, unfortunately, already passed. Since I've done a major rewrite since then, I'm wondering if I should try resubmitting?
