@Kensi99, I think what she is saying is to send a query only, which of course includes a description of your project.

She doesn’t want any pages/chapters with your query. If she reads your query and wants to see more, she’ll ask for pages.

5/30 - Was thinking of querying her as her preferences sound like my MS but she only wants "description of project" - no material? Can't say I've seen that before....

I thought this was weird because who requests partials anymore? I've had fifteen agents request my manuscript in the last three weeks... and this was the only one who asked for a partial. Strange.

5/4 Rejection off the partial. Boohoo. Ugh this was rejection number 13 out of 23 requests. Depressing.

Oh don't get me wrong. I'm delighted to have a partial request. I just don't understand it, in the realm of electronic files. But I guess it helps you know exactly how much they've read. I've gotten two more full requests, bringing me up to 17... but I had an agent up until February. We were on my first round of submissions with another novel (not the one I'm querying) when she left agenting... and now I'm back in the trenches and to be honest this all feels so horribly depressing. I've gotten FOUR passes on my 17 requests.. so the remaining thirteen are starting to feel like just another opportunity to be rejected. :P

And just to add to moonwatch178's comment, some of us feel fortunate to get that partial request! It's an opportunity to show our work, and a far cry from a rejection or a CNR.
