Currently the Blair Partnership websites says that Jordan Lees is open to submissions. I have sent a submission by email hoping that it is the website that is correct rather than this Query Tracker page.
I have received an auto-receipt for my submission, which is consistent with Jordan being open to submissions, stating intention to respond within 10-12 weeks.

@Patrick, Looks like he accepts Middle Grade submissions. From the website:
" I’m particularly keen to find more middle-grade, especially fantasy with original world-building and a big hook. I’d also love to see cosy crime/detective fiction for a middle-grade audience (like the MURDER MOST UNLADYLIKE series) and anything with a sci-fi or horror edge in the middle-grade space."
