The UTA website is confusing - can we only apply to one agent at a time, and if that agent passes, we can apply to another? Or is a no from one a no from all?

My understanding is that a no from one is a no from all. Most agencies clearly say that you can only query one agent "at a time." UTA says: "Please submit to only one UTA literary agent. We do not accept submissions that are sent to multiple UTA literary agents."
That said, if you do query a second agent, the worst that can happen is they pass (or you receive no response, as this agency seems to rarely respond unless they are interested).
