Suspect this is a form rejection, but a very polite one if so: "I've considered your proposal carefully, but I don't feel able to take things further in this instance.
Publishers are being increasingly choosy about what they take on and many have cut back on the volume of books they acquire. This has a knock on effect and I have to be equally choosy.
I am sorry to give you this disappointing news and should stress that this is just my opinion and others may view your work very differently. I wish you every success with your writing."
