She is not listed as CLOSED here on QueryTracker. Her web page says she is still looking for this and that in debut (new, by definition) writers. If she is not open to new clients, she should say so before wasting our time.
Soon after hitting the send button to submit my query and sample pages, I got this reply:

Thanks so much for writing but I’m afraid I’m really stepping back from taking on new writers. My own writers, they just keep going and so I need to conserve my best energies to going the length with them.
