(Thanks anotherearth. The "unsolicited submissions" tag is often difficult to interpret. Some agents say that when they mean they don't want authors sending entire manuscripts without querying first. But some agents mean no queries at all. Most of the time it means queries are ok, but full submissions are not, but not always. In this case, I noticed her AAR profile says to query by referral only, so I went with that.)

Their website says they are not open to unsolicited submissions, but below it says they are open to queries as of Feb 2019...?
