Update please: Emma is NOT only seeking UK authors.

I sent her an email to ask on 10/10/22: "I hope you don't mind my asking a quick question. I was on the verge of querying you when I noticed in Query Tracker it says you only accept UK authors. Having not seen this information in your bio on your website, I wanted to check."

Her response on 10/11/22: "Thanks for checking in – I accept submissions from authors all over the world so definitely not just limited to UK writers!"

Emma sent a really pleasant rejection (below) with a comment saying she found my work promising (although not sure if that's her standard, form response!)

I’ve now had a chance to consider your work, and while there was so much to admire unfortunately I didn’t feel strongly enough to be able to offer representation at this time. I did want to let you know how promising I found your work, though, and I wish you the very best in finding the perfect home for this project.

Very positive experience. Emma offered kind, thoughtful feedback, clearly explaining what worked and didn't work for her about my manuscript. Ultimately she turned the MS down because of her concerns about one of the storylines not working and because one of the other plot lines was too close to something she already represents. I went on to sign with another (great!) agent, but Emma's response has really stuck with me – both the actionable feedback about the MS (which I later used to revise my MS) and her generous encouragement. She comes across as an astute reader and I'm sure would be a fantastic agent to work with.
